The Regeneration Framework sets out the long term strategy for achieving sustainable and ambitious regeneration and growth up to 2021 and beyond. It emphasises the importance that the town centre has to play in driving growth and prosperity for all of the Borough and the sub region.
In response to this, we have commissioned a Central Area Masterplan for Southend that identifies a proposed strategy for guiding development linked to a programme of public investment. The essential components of the Masterplan are described in our Development Framework document for the town centre. This document sets out an urban design agenda for the town centre, and identifies a series of Major Project Areas whose aim is to deliver a transformational change in the quality of the town centre and encourage private investment.
It also outlines our proposals for improving the town centre car parking offer and preparation by the Council of a town centre Supplementary Planning Document (SPD). The SPD will represent a material consideration in relation to all future town centre planning applications, and send a positive and encouraging message to private sector property owners and investors.
