Regeneration Framework
Our Regeneration Framework sets a clear vision and objectives to guide the sustainable growth and regeneration of the Borough up to 2021 and beyond. It forms the basis of our future funding proposals to Partners and Government and creates a climate of certainty and confidence for private investment decision-making. It sets out how major regeneration projects will be delivered, by whom and to what timescale.

The Regeneration Framework identifies the crucial role that Southend’s town centre has to play in driving the programme, and, in recognition of this we are well-advanced in producing for the town centre a Central Area Masterplan. This identifies a range of major development opportunities in the town centre in the context of an overarching development framework, and describes a programme for public and private investment to secure the physical renewal of the town centre and its establishment as a ‘city by the sea’
